This is going to be a bit controversial, but I do believe it needs to be addressed before additional pillars of the economy are added down the road. Just as the title says, Soloing Content Should be a Rulebreak!

I'm beginning to observe a growing subsection that is starting to solo content, particularly Kobolds, in hopes of what I can only assume is to increase their bank. Not only does this prevent full groups of players from making the most of their online time solely for one person's benefit, but it also tends to distort the economy in that individual's favour. I genuinely believe that, at least for now, this should be regarded as a rule break deserving of a server timeout.

I agree, partially.

The other day, when I was actually up and around on TDN to play while the server restarted, myself and a few fellows managed to make a party basically straight away.
Went to the kobolds to catch one single guy being one group deep into the dungeon.
Now of course he gave us some half-assed IC excuse and left as we came in, probably out of pure shame. Seeing something like this actually happen and not just hearing about it on the Discord was really eye opening and for me it underlines the point Twisty is making here.

Now where is the part where I disagree?
Simple. Some villainous archetypes and especially Dread Necromancer (should it ever make a return) will have trouble finding people to team up with for #TeamEvil. To those particular characters it would be super awful to have a rule like this. So it makes tackling this problem rather difficult.

I am inclined to just say: Maybe do not make a rule about this, rather just establish an IC culture where parties who stumble upon any solo-bolo beasts just proceed to beat them up for their greed. Simple as.

I mostly see the same people running loops of certain dungeons slowly and have stumbled into them a number of times. I won't go into who, but the names are growing steadily.

Nonetheless, let's address the slight disagreement. We do not have Dread Necromancers at present, so this is a moot point, in my view. However, for the sake of discussion and debate, if you are a magic-based character who must play quietly, you need to frame this within your roleplay. It's not a matter of having one rule for some and another for others; it simply has to be something you consider when playing a character. Entering a world where magic is already regarded with a bombastic side-eye and then choosing a class called DREAD NECROMANCER while expecting to face no challenges is rather foolish.

We have already seen a solid case of people ignoring IC Culture in certain aspects, which results in a case of "Fuck you, Got mine", and I sadly think because of the few, there must be restraints on the many.

The solo behavior usually relies on certain classes or approaches to combat? Or is it more a matter of getting ahead on experience levels?

I'm of the mind that its everything in moderation and for reason. Someone going into a dungeon once to test their skills? Sure go for it, I don't care.

Someone circle grinding it solo for the pure reason of grinding silver? (Cause there is no combat exp, and they won't be getting RP exp ticks) Yeah thats weird and if its seen I wouldn't hesitate to put in a player report per the Server Vision and this quote from the General Rules & Server Conduct page

Farming or camping dungeons is not allowed.. Likewise, we ask players not to exploit or manipulate NwN mechanics for an advantage while dungeoning. Things such as drawing spawns through encounters in order to escape death, pulling large groups of enemies into one spot and trapping enemies through quirks in an area's tileset are considered OOC and are not permitted. (Please note that funnelling enemies into a doorway or other strategic play is acceptable, this rule only applies to obvious defects in the game)
