Are spell cooldowns implemented on the basis of individual spells or for all spells of that level?

The wording of the wiki page says "Spell circles above 2" and so from the wording and logically thinking, it implies that its the spell level itself that has a CD so you can't chain cast 3 9th level spells in a row if they're different spells for example.
